Is empty file allowed to be uploaded to the container or not

Bug Description

Via the swift command, it is ok to upload an empty file to a container.
However, it is not allowed from the horizon UI, if the file is empty. Which feature is correct? Does swift allow an empty file?

Horizon should follow Swift's lead wherever possible on these types of conventions, so Horizon should probably be allowing empty files to be uploaded.

    Fixes bug 1009846.

    Upload form in Containers now allows empty files
    to be uploaded to Swift.
