Bug Description
Implement ability to assign weights for nodes to be used in quorum calculation. Weights should be probably integer and default to 1, with 0 meaning that the node should not be counted towards quorum.
That is, the split A(1+0+0) -> B(1) + C(0+0) should result in B being primary component and C - non-primary
