Bug Description

Proposed a patch for devstack-gate scripts, to execute tests using tox. This slew of scripts has numerous pep8 errors. I'll resolve them once this patch is merged.

I think this bug got confused. This bug is to setup jenkins to run the tox tests in openstack-common prior to the merge job.

    Add tox tests/pep8 for devstack-gate scripts.

    Bug: 1010610

    With this commit, we could run py26, py27 and pep8 tests
    against these scripts, using tox.

    * .gitignore
      Ignore build files.

    * MANIFEST.in
      List of files to include in sdist package.

    * setup.cfg
      Setup configuration.

    * setup.py
      Script to generate sdist package.

    * tools/pip-requires
      Pip dependency list.

    * tools/test-requires
      Extensive list of dependencies to execute tests.

    * tox.ini
      Tox targets.

    Add Jenkins jobs for openstack-common. Will gate.

    Fixes bug #1010610

    Add Jenkins jobs for openstack-common using the python_jobs template.
    Configure zuul to check and gate on the pep8 and unittest jobs.
