/root/secret-file stuff doesn't work with puppetmaster

Bug Description

The puppet agents try and pull it from the master and fail instead of locally.

The fix for this is to have all files on the puppetmaster. The problem is in some cases we have multiple servers requiring the same filename with different contents (review and review-dev for example). These will need to be renamed and the puppet manifests altered accordingly.
