Bug Description

Since https://review.openstack.org/#/c/8680/ landed, non-failing tests have been emitting debug logging directly to standard out. I believe this is because nose intercepts and captures stdout on a test-by-test basis, so registering the log handler in glance/tests/__init__.py effectively jumps in too early for nose to be able to control things.
