Bug Description

Config values containing a '%' will get interpolated and an error similar to the following may occur:
https://jenkins.openstack.org/job/gate-tempest-devstack-vm/3968/console. (though this error is due to unset values from the tempest.conf.tpl)

This issue was reported and fixed in Nova and should also be fixed in Tempest.
