Bug Description
When an image is uploaded, the image status is set to "saving", and a notifier msg goes out. However when the image is done uploading, the image status is set to "active", but no notifier msg is sent.
This means that for apps listening for msgs to get updates, the image will always be in the "saving" state until a refresh of some sort.
See the attached file, images.py, for a proposed fix on lines 481 - 487.
