Bug Description
We need differentiation between test execution failures e.g. UTAH is unable to execute the test for some reason (misconfiguration, resource etc...). and actual test failures themselves.
At the moment from an end user perspective these two things look exactly the same; test failures should be reported using yaml/xunit with a zero return code from utah.
Its up to the executor to figure out the stability of the test by analyzing the output.
