Bug Description
when after launch a VM, issue nova stop vm_name from command line. Now the VM is shutdown. The status from dashboard is shutoff. It's a stable state but there is always a in-progress bar icon on the side..

I've seen this before but could never figure out how to reproduce it. If that works consistently I'd love to fix this.
