Bug Description

I'm trying to file a bug on an ubuntu package. Launchpad won't let me: https://launchpad.net/gramps/+filebug

I went the launchpad homepage, did a search on 'gramps' and https://launchpad.net/gramps/+filebug is where I got to.
There is a problem with navigation here, as I didn't get to the page you mention.

Yes, the problem was that we didn't have the packaging information registered
in Launchpad. If you check the same page again, the Ubuntu package is now
correctly linked to the upstream project.

Fixing bug 3153 would also have prevented this problem.
