Bug Description

ceilometer needs a pollster for metering external network bandwidth (n1, n2, n3 and n4 on http://wiki.openstack.org/EfficientMetering).

Related to https://bugs.launchpad.net/ceilometer/+bug/1004449 , which was closed out for the internal networking pollster.
