give suggestions when marking bugs as duplicates

Bug Description
At the moment people have to remember and retype the bug number to mark something as a duplicate. malone could be more helpful by giving some suggestions:
* bugs I've recently looked at
* bugs mentioned as links in comments on this bug
* "similar" bugs by the algorithms used in guided filebug (??)
I think the first two would help in 90+% of cases.
Each should be given with its number and summary, and a radiobutton to select it.
