The menu entry might have been fixed in trusty. Note: You need to enable the tray icon via xfce4-power-manager-settings to test it, because it is hidden by default and the power indicator is visible instead.

The current development release of Xubuntu (utopic) switched to the new xfce4-power-manager panel plugin and opening the online help page works as expected.

Yes, this is an old bug report for an older version of xfce4-power-manager. I think it is safe to close it.

If someone of you is still experiencing this bug in any currently supported Ubuntu release (https://wiki.ubuntu.com/Releases), please change its status back to triaged or confirmed.

If nobody does, the bug will be automatically closed within 60 days.
