Bug Description

The output strings on nova-volume-usage-audit don't go through translation. As those are use visible messages, it should be fixed.

bin/nova-volume-usage-audit probably needs it's output strings to go through gettext

Looks like we'll need the fix for 1065069 to be able to get the command to run
