Bug Description

I'm finding auto-expire to be a little aggressive on openstack-common, especially since we don't have a huge queue

Could we have it disabled and allow openstack-common-core to mark reviews as WIP?

For sake of completeness, this is auto-expire on reviews, not on bugs -- I just checked that those were alright :)

Note that I believe at some point we want to consider changing that script to globally WIP old reviews (after ensuring that core devs in each project have acls to (un-)WIP.

What we did was change this to auto-abandon only things that have negative reviews and no furthur activity. It seems to be a definite improvement.
