Bug Description

When using rabbit with HA flag the HA option is only set on the topic consumer not the fanout consumer

    Use queue_arguments for fanout consumers too.

    Fixes bug 1071528

    queue_arguments (currently only x-ha-policy for now) were only
    set for topic consumers, this adds support for rabbit HA for
    fanout consumers too.
