Bug Description
1. On launchpad.dev, log in as an admin (e.g. Foo Bar).

What happens: your newly-registered project group (bazaar-system) appears first, despite being empty.
What should happen: "Bazaar Version Control System" (bzr) appears first, because it's an active project.
This problem was originally reported as part of bug 106523. See also bug 1022.
