'nova migrate' help message unclear

Bug Description

The 'nova help migrate' message isn't very clear as to what migrate actually does: "Migrate a server."

Based on mailing list replies such as https://lists.launchpad.net/openstack/msg12769.html and https://lists.launchpad.net/openstack/msg12786.html it would be helpful to specify that this is a "dead" migration and how the new host is chosen.

Considering the length restriction, maybe "Transfer instance to a new host selected by the scheduler and reboot"?
