Bug Description

If https://review.openstack.org/#/c/16755/ is merged, new functionality in keystone will be added to allow users to implement custom WSGI auth middleware. This will include new options and instructions for developers and deployers.

The documentation from https://review.openstack.org/#/c/16755 regarding configuring external auth support for keystone should be brought into the manual.

    Add information about pluggable auth handlers

    fixes bug 1084497

    This patch adds a new file and includes it from the common
    keystone chapter. Grizzly brings the ability to use the auth
    handlers from apache-httpd, and this change takes docs from
    the keystone repo to make them available for operators.
