Plank switches workspace when it shouldn't

Bug Description

To reproduce this bug:

1. Open two instances of Files (make sure that they are the only ones)
2. Move the first opened instance to another workspace
3. Go back to the initial workspace
4. Open a different application (not Files) so that Files loses focus. Then click on the Files icon in plank.

What happens is the the desktop will switch to the workspace that the first instance of Files was moved to (step 2) instead of giving focus to the instance that is on the current workspace. I would only expect plank to move to another workspace if there isn't an instance of the application opened on the current one.
