Remote ssh locale setting may cause failure

Bug Description

Ubuntu's sshd's configuration (/etc/sshd_config) has

AcceptEnv LANG LC_*

Thus, remote (client) ssh environment variable LC_* possibly pass to the server.

When trying to run stack.sh, depends on LC_* setting, python codes do not run as expected,
cause stack.sh run to fail. In my case, LC_CTYPE is configured to utf-8, and it is causing the hiccup.

It may be wise to unset LC_CTYPE (and possibly other locale related environment variables)
to make stack.sh run smoothly.
