Suspended or paused instances cannot be rebooted

Bug Description

There are many issues which users can resolve for themselves by simply issuing a reboot of their instance via the API. We currently restrict reboots of suspended or paused instances. There's no reason for this restriction to remain in place, as it is an action we should support.

    Relax API restrictions around the use of reboot

    Fixes bug 1101082 bug 982108

    Reboots are the only sledge hammer users have available to resolve
    issues with their instances without administrative intervention.
    This patch modifies the API policy to allow reboot calls to be made
    in many more power and task states.
