Bug Description
When an e-mailed message to a bug report or question includes a complete quoted version of a previous message in that bug report or question, the quoted text should be discarded. This happens most often when someone is top-posting without quoting context.
It may save time to fix bug 2650 at the same time as this bug.

At least for Malone, I don't think that the text should be simply
discarded. I think it's better to hide the text while rendering the
comment, so that the e-mail notifications will still contain the full
message. That way we don't risk dataloss if we get our heuristics wrong.
