php4: new changes from Debian require merging

Bug Description

New changes from Debian require merging into Ubuntu.

Some, if not all, of this work has been done automatically;
however the changes should be reviewed before signing and
uploading.

The new source package, along with various patches to aid
your review are available at:

Comments in bug #11344 seem to indicate that we might be better off sticking with
4.3.9 until 4.3.10 is un-broken

Reminder: tomorrow (2004-01-12) is the deadline to close these bugs by
completing merges from Debian unstable. This is the last of the final batch of
merge bugs, and everyone has a manageable number to deal with, so please
complete them by the end of your day tomorrow

4.3.10 works fine for me, this version fixes a lot of bugs, and we still have
enough time to sort out any bugs, so I merged now.

Matt gave me the permission to do this today (one day after the deadline).
