merge gst-plugins-farsight-0.12.1 from debian unstable

mixed conflict in debian/rules between ubuntu and debian version
need more infos about dh_gstscancodecs line, cause failed build (was working with gstreamer0.10, not with new version 0.12)

Please clarify this set of debdiffs, namely, which one should be used and why.

This debdiff lists changes that have been merged in debian:
+ - added binary-post-install/gst-plugins-farsight:: -> in debian/rules
+ - added binary-post-install/gstreamer0.10-plugins-farsight:: in debian/rules
Please remove them from the ubuntu changelog

I have unsubscribed ubuntu-universe-sponsors pending the issues previously mentioned. Please resubscribe once an updated debdiff has been produced. Thank you.

Since it's been a month since the clarification was asked for, I'd like to look at this merge. It's pretty simple, apart from the dh_gstscancodecs failure, which I'm looking into.

 - DebainMaintainerField Spec

 - Patch configure and configure.ac to fix upstream's build system when --enable-g729 is not passed to configure (ENABLE_G729 is unconditionally defined).

    - B/D on gstreamer-tools
    - Call dh_gstscancodecs, for automatic codec install
  * debian/patches/99_autoconf_g729_conditional.patch
    - Fix the build when --enable-g729 is not passed to configure;
      The codec is undistributable.
  * debian/rules:
    - Touch autotools files to ensure the autoconf patch doesn't cause
      autotools to try to regenerate.
