[time-admin] must be restarted in order to use ntp, but it doesn't say so.

Bug Description
I just runned time-admin and I saw the option to use an ntp-server. I clicked
the checkbox and was informed ntp-support wasn't installed, and with one button
click it could be installed by synaptic. Excellent!
SEEN BEHAVIOUR:
The only thing is, after installing the box was still unchecked. So I clicked
it, and the program tried to install ntp-simple with synaptic *again*. Useless,
of course. It didn't help and the box stayed unchecked.
EXPECTED BEHAVIOUR:
Time-admin should let the user know ntp is enabled. The solution is simple:
restart time-admin. But maybe that could be fixed so it's not needed, maybe the
user can be informed of that necessity, or maybe it can be done automatically.
It's a bit confusing this way.
