[Impact]
Users of the Ubuntu Cloud Archive for Ubuntu 12.04 are not able to easily report bugs about the packages distributed through this archive.

Minimal; the change adds a general hook to apport which filters based on origin and the ~cloud string being found in the version.

The Ubuntu Cloud Archive provides Canonical supported packages for newer versions of OpenStack and other associated cloud-software for Ubuntu 12.04.
