aptdaemon packagekit compatibility layer broken

Bug Description

From what I can tell, aptdeamon.pkcon is quite broken currently. autopkgtests seem to confirm this also.

I am hoping to use the pk what-provides locale plugin for g-c-c region support in 3.8

Looking at the output from jenkins I wonder if this is more fallout from the systemd/logind updates. Certainly none of the aptdaemon packages were updated anytime near when the failures started.

We removed packagekit 0.8 from saucy-proposed, this needs more porting work before this can land.
