Packaging chooses wrong file extension for other-platform binaries

Bug Description

On Windows, when packaging "phantomjs" for OS X, the resulting jar includes it as ...bin/mac_os_x/x86/phantomjs.exe.

Filename building should use the contextual platform, not the build system platform, to select a binary name.
