Copies of public source to private archives owned by private teams causes /builders to 403

Bug Description
I'm accustomed to checking the launchpad build queue when uploading to a PPA, but today, I find that it's now returning a 403 Forbidden status and displaying this message:
The information on this page is private.
Not allowed here
Sorry, you don't have permission to access this page or the information in this page is not shared with you.
I hope this is a mistake. That page was useful for a number of reasons, ranging from indulging curiosity to estimating build time more accurately than the automated estimates do.

There's been a long-standing problem - although not I think properly filed, so thanks for doing so - that builds in private archives owned by private teams incorrectly cause /builders to 403. This only happens while those builds are actually in progress, so it's not permanent or anything, but it is certainly annoying.
I'm working on this now.
