"Contact details" shouldn't be required for a bug tracker

Bug Description

Currently the bug tracker registration form <https://launchpad.net/bugs/bugtrackers/+newbugtracker> has a multi-line required field "Contact details". But a substantial proportion of the people registering bug trackers do not know this information, so they have entered "I don't know" or similar in the field. This appears as a non-sequitur on the bug tracker page, since the name of the person who registered the tracker is nowhere to be seen.

Currently the caption for the field says "The contact details for the external bug tracker (so that, for example, its administrators can be contacted about a security breach)". I don't know what kind of security breach could result from Launchpad performing read-only access on a bug tracker. If this is a genuine concern, it should be explained better, and "Contact information" should be made an optional field (it could be made a single-line field at the same time). Otherwise, it could be removed entirely.
