Allow adding a new question from the question page

Bug Description

It seems that users having a similar issue to another question will post a comment with their problem on the existing question instead of creating a new one. This is problematic since only the original submitter can say which answer help.

A link to create a new question should be added near the comment field for this.

I'm not satisfied where I would place the link. I suspect that the link might be best above the message field. Below the action button might be better. There is also the issue of logged in verses the logged out state. Attached is an images of the link from the logged state.

Attached is the logged out view of the ask your own question link. I wonder if the sentence would be more effective if it was centered link the log in link.

For best results, _ask your question separately_.

If you were the original questioner, "Can you help with this problem?" would instead be something like "Help others with this question", and "Got a question of your own?" would instead be "Got another question?".

(The solution to this bug should eventually be harmonized with the solution to bug 121199, possibly after both bugs have been fixed.)
