Bug Description

CTRL-ALT-Q/P/E not working right.

If the show exoplanets/quasars/pulsars button(s) are not enabled in their respective plugin, the CTRL-ALT-Q/P/E do nothing despite having the plugin enabled.

They don't behave the way the "Show Nebula Background" behaves. The "I" key works regardless if the button is present or not.

This is an annoying inconsistency, especially when a 4:3 screen does not have enough real-estate to display a fully populated toolbar.

This is on a 100% fresh install. On my test machine which I frequently re-image / restore back to a basic windows config.
