This bug was fixed in the package kscreen - 1.0.1-0ubuntu1

---------------
kscreen (1.0.1-0ubuntu1) saucy; urgency=low

  * New upstream release. (LP: #1208413)
  * Make sure it compiles with libkscreen >= 1.0.1.

On a live system of kubuntu 13.04 I can enable raring-proposed and upgrade to the new kscreen. Using kscreen through system settings I can change monitor resolution or rotate it or do any of the usual functions with kscreen correctly.
