UnsupportedDialog not displayed for an unsupported release

Bug Description

Release of Ubuntu: 13.10
Package Version: 1:0.199
Expected Results:

When one runs /usr/lib/ubuntu-release-upgrader/check-new-release-gtk if the release one is running is unsupported, determined by examining the meta-release file for the "Supported: " field, then one should receive a dialog that indicates that "Software updates are no longer supported for XYZ".

This is testable by modifying /etc/update-manager/meta-release so that URI points to a meta-release file that has your running release as being unsupported. I've setup an example one at http://murraytwins.com/tmp/meta-release.

On Ubuntu 13.04 this works but on Ubuntu 13.10 it does not.

Interestingly, I did see this dialog on 13.10, after installing updates with update-manager.

This bug was fixed in the package ubuntu-release-upgrader - 1:0.204
