devscripts must depend on fakeroot

Bug Description
I am getting this error message
$ debuild
debuild: fatal error at line 897:
problem running fakeroot: either install the fakeroot package,
use a -r option to select another root command program to use or
run me as root!
Suggesting to run as root is a bad idea. Devscripts should pull in fakeroot

Does devscripts really need a hard dependency on fakeroot?
debuild can also be used as root (not uncommon to do under a chroot environment), or via the --rootcmd option with super or sudo.
Currently devscripts recommends fakeroot. Isn't this better than a hard dependency given that debuild can be used without fakeroot?
