This is unicode confusion. I take it the file you're annotating isn't in utf-8?

Robey has a fix: https://bugs.launchpad.net/loggerhead/+bug/117799, I'll see about getting it into production.

Ah, this is the presence of form feeds in the source files. My dev tree doesn't crash on this input, though you end up with the form feeds in the html output which isn't ideal either.
