Bug Description

When I start my phone, for the first 20-30 seconds the network indicator says 'No Signal' so I am not able to send any sms or make any calls during that time. After a few seconds things come to normal. I have attached a screenshot.

Now I assume that network indicator only shows what its fed so the issue may as well be in ofono.

Confirming, it took almost a minute before the signal connected, using a smarttalk sim.

This can be at least partially related to bug #1235138 (ubuntu-load-manager makes DoS attack on ofono)

I have seen the same problem with a SIM card that sometimes takes 3 minutes to register, and another that takes 30 seconds. The problem is that the modem is trying to register first in a network to which the SIM does not belong. This is triggered whenever ofonod takes a bit longer than expected to register: this makes NetworkManager a bit nervous, and it calls to interface=org.ofono.NetworkRegistration; member=Register.

There is nothing with this call, but ofono sends because of this a RIL_REQUEST_SET_NETWORK_SELECTION_AUTOMATIC message to RILd. This is equivalent to doing AT+COPS=0 in an AT modem, which *almost for sure* removes the EF_LOCI file in the SIM card. This file contains information of the latest network to which the SIM was registered and the TMSI: this information speeds up considerably the registration.

Summarizing: the call to RIL_REQUEST_SET_NETWORK_SELECTION_AUTOMATIC makes the SIM to register like if it had woken up in another country or for the very first time.
