[FFe] mir api bump post sprint for libmirclient

Bug Description

the mir client needs to be updated due to an additional api break required to support the dpms (aka screen blank, aka suspend) for xmir.
the version change will be from libmirclient2 to libmirclient3
this has been built and test as part of the mir CI process as well as manual testing on both desktop and touch. The xmir feature is extremely low of any related user experience.

This only effects saucy
there are no flavour's dependent on libmirserver
