[dash] Revealing the dash is inconsistent

Bug Description
When using the phone I find it quite confusing that the greeter requires a right edge swipe to reveal the dash (left edge doesn't do anything) while in other cases it requires a left edge swipe to reveal the dash while the right edge brings in running apps.
