Bug Description

Before the simplestreams based maas-import-ephemerals pserv.yaml config landed, running maas-import-pxe-files would also run maas-import-ephemerals, allowing the latter to obtain the config from import_pxe_files

For example, if the config was set to download precise only fr maas-import-pxe-files, maas-import-ephemerals would also be run and would only download precise.

However, after the simplestreams maas-import-ephemerals, this is no longer respected, meaning that if import_pxe_files is set to download precise only maas-import-pxe-files would only download precise images, but when calling maas-import-ephemerals, it would download all of the releases and not only just precise.
