"No similar bugs were found" is odd as an alert

Bug Description
1. Go to a project that has no bugs reported, and click "Report a bug".
2. Enter a bug summary and click "Continue".
What you see: "(i) No similar bugs were found."
This is slightly interesting, but not important enough to be an alert. It could just be plain text.
