Bug Description

Currently, the 'Authorized' sale import rule checks for existence of the 'amount_authorized' field to determine if an order has payment authorized. This works well for some payment modules, but PayPal in particular does not populate this field even when the order is authorized. The fix is to use 'base_amount_authorized' instead, which appears to populate correctly across the payment modules in our production environment.
