[Feature] intel_idle driver and turbostat support for Broadwell

Status changed to 'Confirmed' because the bug affects multiple users.

Turbostat support is in kernel 3.15-rc1 with this commit:
Commit 4e8e863f - "turbostat: Run on Broadwell"

Intel_idle support is in kernel 3.17-rc1:
Commit: a138b56800f - intel_idle: Broadwell support

We still need to cherry-pick the second commit into Utopic:
