Wishlist-intelligent sort (and complexity rating)

Bug Description

As well as the "Status" and "Importance" ratings, it would be nice to have a "Complexity" rating or "Ease of implementation" rating.

Granted, some problems that appear easy end up being complex, and some that appear complex end up being easy (more often the former than the latter), but it might help to have that rating there. The problem I'm trying to address is one where bugs that seem relatively easy to fix sit around, sometimes for years. Granted, they are low to medium priority, otherwise they'd have been fixed long ago, because they're comparatively easy to fix.

As for an intelligent sort:

Status very strongly affects sorting.
Importance strongly affects sorting.
Number of people subscribed to the bug affects sorting.
Complexity affects sorting.
time weakly affects sorting.

That way, confirmed, High importance items will tend to be at the top, but might be supplanted by old, somewhat important, easy problems.

Use cases:
Fred files a bug in Kubuntu that involves adding a deselected primary user group to a list of optional secondary groups. Its priority is appropriately set to low, but since its dificulty is low, it gets handled in a decent amount of time.

Sam files a bug. It's very difficult to fix, and only occasionally causes a problem, so the fix gets delayed. But as time goes on, the bug gets sorted higher and higher in the list so that it isn't ignored completely.

Amy and three other people have a bug where windows XP disappeared after installing Ubuntu. The problem is identified as being critical and moderately difficult. Lots of other people are having problems with another critical bug of equal difficulty. The second one is sorted higher.

Mike filed a bug two years ago. It is marked "Needs info." but it shows up relatively high in the list, because it should be closed, fixed, or rejected by now.

Please report one issue per bug report. This is two issues: a complexity rating, and an "intelligent" sort order.

For the latter, this is mostly bug 53008, sorting by relevance. (Or at least, we wouldn't ever have both an "intelligent" sort and a "relevance" sort; hardly anyone would understand the difference.) Importance already strongly affects sorting. Status implicitly affects sorting, in that "Fix Released" bugs do not appear by default, and "New" bugs usually have "Undecided" importance and therefore appear at the end.

As for a complexity rating, I think that would more often be set incorrectly than correctly.

I'm marking this bug as Triaged, since it would be nice to find a way to get easy fixes pop up in the list now and then. It's not the same as sorting by relevance. Bug 53008 is about looking at text mainly, not importance.
