Bug Description
1. From a question page, click "Create bug report".
2. Click "Create Bug Report" without entering a summary.
What happens:
* "There is 1 error."
* "Required input is missing."
What should happen:
* "There's 1 thing you need to correct before you can continue."
* "You must enter a summary."
