Binary package hint: devscripts

└─(~/deb/devscripts-2.10.5ubuntu2)-> dch --help
dch: you must have the liburi-perl package installed
to use this script

As a general rule, you are correct, but devscripts has a lot of scripts with potential dependencies. If all required packages for all scripts were installed, as an example, emacs would be required. It just isn't reasonable/feasible for devscripts.
