Bug Description

[Impact]
In certain cases upgrading from something 13.04 to something >=13.10 *can* cause a file conflict between kde-workspace-data and plasma-nm (in particular I am assuming when one had an unofficial plasma-nm backported installed in 13.04).

[Test Case]
Hard to test.
Either: install raring, update, upgrade (doesn't reproducbily fail most likely)
Or: install saucy, get raring deb of kde-workspace-data and force install it, try to force upgrade plasma-nm (with the fix applied this ought to prevent plasma-nm from actually installing)

[Regression Potential]
If I do not know how to properly Replace/Conflict a package then I guess we have the potential of breaking every upgrade everywhere.
