Cannot see completed blueprints on a distro or project series

Bug Description

There's an actions menu item for "all blueprints" on https://blueprints.launchpad.net/ubuntu, but there is no such option on https://blueprints.launchpad.net/ubuntu/gutsy.

Equivalently, there's an action menu item for "all blueprints" on https://blueprints.launchpad.net/mozilla/firefox, but no such option on https://blueprints.launchpad.net/mozilla/firefox/1.0.

So, it's very difficult to find a completed blueprint for a distro or project series in Launchpad.

I've expanded the bug's scope to cover project series (such as mozilla/firefox/1.0), where there also is no "List all blueprints" link.

I seem to have trouble maintaining the display of completed blueprints for my project. I just completed this one, https://blueprints.launchpad.net/openems/+spec/affero-gpl-adoption, but it only shows up in https://blueprints.launchpad.net/openems/prototype, not https://blueprints.launchpad.net/openems. Shouldn't "Show All Blueprints" do just that?

Clicking on https://blueprints.launchpad.net/openems/+specs?show=all works, but why not have that as the default view for https://blueprints.launchpad.net/openems?

Most contributors are interested in what needs to be done, not what has been done. We use advanced search in bugs and show all in blueprints to list completed work.
