Customising an image was removed from provision.sh

Bug Description

As per this commit revno 191[1] the ability to customise an image was removed, specifically adding a ppa.
This release gateway job[2] depends on this functionality.

I think the gist of this is to ensure the customize part of provision.sh still adds a PPA just not any packages (which are now done in the test runner logic)

It would be great to have tests for this so we can be confident that our expected changes have been made etc.
Or perhaps some way to make it obvious in the jenkins job run so we don't have to pole around a bunch on each run.

FYI, I updated the IMAGE_OPT in that job to account for the new download location for now. Once this is fixed, we can remove that workaround and just update the last known good revision for them
